意见稿提出，小额贷款公司对同一借款人的各项贷款余额不得超过其净资产的百分之十，对同一借款人及其关联方的各项贷款余额不得超过其净资产的百分之十五。网络小额贷款公司对单户用于消费的贷款余额不得超过人民币二十万元，对单户用于生产经营的各项贷款余额不得超过人民币一千万元。
